Ο Σταύρος Φραγκουλίδης σπούδασε κλασική φιλολογία στο Α.Π.Θ. (πτυχίο 1983) και στο Ohio State University (MA 1985, PhD 1990). Δίδαξε μαθήματα κλασικής φιλολογίας στα πανεπιστήμια του Ohio State  (1990-91) και της Κρήτης (1991-2008). Από τον Ιούνιο του 2009 είναι αναπληρωτής καθηγητής Λατινικής Φιλολογίας στο Τμήμα Φιλολογίας του Α.Π.Θ.

Στα ερευνητικά του ενδιαφέροντα περιλαμβάνονται το αρχαίο ελληνικό και ρωμαϊκό μυθιστόρημα, η ρωμαϊκή κωμωδία και η ρωμαϊκή ιστοριογραφία. Είναι συγγραφέας των βιβλίων Handlung und Nebenhandlung: Theater, Metatheater und Gattungsbewusstein in der römischen Komödie (Stuttgart: J.B. Metzler 1997) και Roles and Performances in Apuleius' Metamorphoses (Stuttgart: J.B. Metzler 2001).  Η πιο πρόσφατη μονογραφία του έχει τίτλο: Witches Isis and Narrative: Approaches to Magic in Apuleius' Metamorphoses (Berlin and New York: Walter de Gruyter 2008).  Έχει δημοσιεύσει επίσης αρκετά άρθρα για την αρχαία ελληνική και λατινική λογοτεχνία, κυρίως για το ρωμαϊκό μυθιστόρημα και τη ρωμαϊκή Νέα Κωμωδία.

Υπήρξε συνδιοργανωτής των διεθνών συνεδρίων RICAN με θέμα το αρχαίο μυθιστόρημα και συνεκδότης των αντίστοιχων πρακτικών στη σειρά  Ancient Narrative Supplementa.

Είναι μέλος της επιστημονικής επιτροπής του περιοδικού Ordia Prima και μέλος της συμβουλευτικής επιτροπής των περιοδικών: Scholia: Studies in Classical Antiquity (1999-2006), Ancient Narrative και The Classical Bulletin.
